Pennsylvania Senate passes bill barring divestment from Israel

The Senate of Pennsylvania has approved legislation prohibiting the PA Treasury’s Office, the State Employees’ Retirement System, the Public School Employees’ Retirement System, and the Pennsylvania Municipal Retirement System from boycotting or divesting from Israel. The bill also seeks to prevent state tax dollars from funding higher education institutions that engage in such actions.

Senate Bill 1260 aims to express strong support for Israel, a key ally in the Middle East. On October 7, 2023, over 1,000 Israelis were killed by Hamas terrorists. Following these events, U.S. college campuses saw antisemitic protests advocating for Israel's destruction. Jewish students reportedly had to shelter in place due to safety concerns as some colleges considered divesting from Israel and companies associated with its government.

“Passage of this measure sends the clear message that we are not going to turn our backs on America’s closest ally in the Middle East or on our Jewish neighbors at home. We’re standing with Israel in its hour of need and against antisemitism wherever it rears its head,” stated Sen. Tracy Pennycuick (R-24), who supported the bill.

In response to the October attacks, Pennsylvania Treasurer Stacy Garrity invested an additional $20 million in Israel bonds, raising the Treasury’s total investment in Israel to over $56 million.

The legislation now moves to the House of Representatives for further consideration.
