Rep. Donna Scheuren has introduced a proposal to amend the Pennsylvania Constitution, aiming to prevent illegal immigrants from obtaining driver’s licenses in the state. This announcement was made during a press conference where she was supported by fellow Republican Representatives Jill Cooper and Martina White. Additional support came from Reps. John Schlegel and Jake Banta.

Scheuren expressed her concerns about granting driving privileges to individuals without legal residency status. She stated, “Clemency should not be given to illegal aliens who have openly flouted our laws and have remained in our Commonwealth without legal residency status.” She emphasized that legal immigrants already have access to driver’s licenses through existing programs like the SAVES Program.

The proposal arises as neighboring states such as New Jersey and New York allow illegal immigrants to obtain driver's licenses, creating what Scheuren describes as "extreme policy inconsistencies" with Pennsylvania's enforcement of immigration laws. "I believe Pennsylvania needs to be on the right side of this issue," she added.

The proposed constitutional amendment would need approval from both legislative houses in consecutive sessions before being presented to voters in a statewide ballot. Scheuren emphasized the importance of this step: “By posing the question to our constituents, they can vote on whether they want their communities and roadways to be safe and secure.”

House Bill 927 must navigate through several legislative hurdles before it can reach Pennsylvania voters for approval or rejection.
