Senator Tracy Pennycuick announced on April 15 that she is introducing legislation requiring all existing drug and alcohol recovery residences in Pennsylvania to obtain licensure within three years.

The proposal aims to address gaps in oversight of recovery facilities, which currently may operate without credentials unless they receive state or federal funding or referrals from state agencies. According to Pennycuick, “Act 59 of 2017 gave the Department of Drug and Alcohol Programs (DDAP) the ability to create a licensure program only for recovery residences that receive state or federal funding or referrals from state agencies. While the optional licensure program is effective for those required to be licensed, thousands of recovery residences are left without any credential, leaving room for bad actors to take advantage of people in their most vulnerable states seeking recovery.” She added, “Additionally, without a clear understanding of where these facilities are operating, who they are serving, and how they are functioning, we risk leaving significant gaps in oversight and coordination within our public health system.”

Pennycuick has been active in public service through her military career and participation on veteran boards, supporting veterans and law enforcement according to the official website. She served 26 years in the U.S. Army—including assignments during Desert Shield/Desert Storm—and retired as a lieutenant colonel according to her official biography.

She began her military career as a combat medic before earning a Bachelor of Science degree in business administration from the University of Missouri-Columbia in 1987 according to the official website.
